Certainly. Copy the PST anywhere you want on your new hard drive. Use File >
Open > Outlook data file... to open it. Then just copy your Contacts from it
into the Contacts Folder in your current Personal Folders File.

I cannot open Outlook from the old computer. Is there
any way get it without going through Outlook, copy it,
then paste it into my new computer?

File > New > Outlook Data File
Your Contacts Folder is right there in front of your
nose. You cannot
possibly miss it if you have Outlook open.

Where is my contacts folder located? I have tried to
find it so I can copy it. And how do you set up a PST
file?
-----Original Message-----
Create a PST file. Copy your Contacts Folder into it.
Open that PST file on the other installation.
