Moving a message creates a rule

A simple way to create a "move" message rule would be when you drag and drop
a message out of one folder (i.e. "Inbox" or "Sent Items") into another (i.e.
one you have created "Deal X in process") Outlook pops-up an optional window:

"You have just moved a message from your Inbox to Folder X, would you like
to create a rule? YES/NO"

Is there a way to set this up?

Not currently. However, with the message open, you can click Actions>Create
Rule and make a rule based on the message.

Thanks for the tip - while not a fast as a pop-up, it still saves time and is
quite helpful.
