Moving a meeting in Outlook 2003 does not notify meeting organizer

If I accept a meeting invitation, and then drag the meeting to a new time or date, Outlook doesn't give any warning that I will turn up at the wrong time!

Outlook XP did at least warn that I should notify the meeting organizer about the change.

Anyone know whether this behaviour is intended?
 
I cannot reproduce this behavior.

Please give step by step instructions for how you are changing the
appointment and I will try it again.

I have two servers, one running Windows Server 2003 & Exchange Server 2003.
This runs as a Domain Controller, and has around a dozen user accounts in
Active Directory with associated mailboxes (the server is used for training
purposes).

If I log on two clients running Office 2003 and start Outlook, I might sign
on UserA and create a meeting, inviting UserB. On the client for UserB I
accept the meeting and it is converted from a Tentative meeting to a Busy
meeting.

UserB then drags the left border of the meeting (the blue Busy bar) and
moves it to a different time. No warning appears that this differs from the
time set by the meeting organizer (UserA).

When I first saw this behaviour I assumed it was a bug related to the
Propose New Time feature. Knowing that this feature was first introduced in
Outlook 2002 I installed this on another client workstation. Performing the
same action in Outlook 2002 produced a warning message that UserB should
notify the meeting organizer of the change.

Logically I would expect either version of Outlook to issue a Propose New
Time message to UserA. This does not happen, but at least Outlook XP did
something to indicate to UserB that he/she will turn up either before the
meeting starts or after it has finished!

Any thoughts on why this happens?

Have been checking back over the last couple of weeks and not seen a
response. Is there an answer to this issue or is it one of those 'features'?
