How to Move a Windows xp Installation to Different
Hardware?

The orginal install was created on an amd chipset. I
attempted to move the hard drive to a pentium 3 chipset.
the system keeps restarting. It goes as far as the win xp
logo then reboots. how can I get it to completely boot?
tried safe mode and last known.. to no avail

You'll probably have to do a repair installation, as a minimum:

http://support.microsoft.com/default.aspx?scid=kb;en-us;315341

"How to Perform an In-Place Upgrade (Reinstallation) of Windows XP"

(In brief: change the BIOS settings to boot from the CD drive first. Boot
from the CD. Select installation, rather than the repair console. Under
install, choose to repair rather than a new installation.)

This ought to preserve most files, settings, and installed programs. It will
eliminate everything installed through Windows Update, though.
