For basic moviemaker-
Can I change all the transitions at once?
Can I change the time a pcture is shown after a slideshow
is on the storyboard?
Even after I save a slideshow through wizard it still
will not open but when I try to open the file that does
save it brings me back to movie maker, but not as a full
sceen slideshow. It states it is looking for prodject
files and takes a number of minutes to open even movie
maker. any hints?

Yes, if you select all the existing transition slots you can do a mass
change, however, this only works if you are changing them to the same
transition.

is on the storyboard?

Yes, by dragging the right edge of the picture in the timeline.
Even after I save a slideshow through wizard it still
will not open but when I try to open the file that does

This sounds like you are trying to open the Movie Maker project, rather than
an exported movie. When your slideshow is finished, go to File, Save Movie
File and step through the wizard to output your finished movie.

Tips:

Tip1. To select all transitions in storyboard:
a. Click on first transition slot
b. Shift Click on the last transition slot.
c. Ctrl click to select non-contiguous transitions lots

Tip2. Delete all transitions
a. Select all via Tip 1 and
b. press delete :)

Tip 3. Change all transitions
a. Select all via Tip 1
b. Right click on new transition in Transitions folder and select Add To
Storyboard.

Tip4: Specify default picture & transition durnation
a. Set values in dialog : Tools->Options->Advanced
b. Add new pictures and transitions which will take new times.

Tip5. Select/Modify all Effects.
a. Use Tip 1-3, with Effects slots.
b. Remember to remove effects before adding new otherwise they get added on
top of previous effects.
