Can you create chapters (or movie sections) with Movie Maker, and place them in a menu just like a real DVD movie in which you can pick and choose sections to watch?
 
Not directly within MovieMaker, but you can publish your timeline from
MovieMaker to a video file and then import that video file into your
favourite DVD Video authoring package and set chapter points within that.
I'm not familiar with all the packages out there but I suspect most will
allow you to set your own chapter points within a video file.

You can choose to output your file as a Windows Media (WMV) file or as a
DV-AVI file. Some DVD video packages will work with Windows Media files but
you may find a greater compatiblity with DVD Video authoring packages by
saving it out as a DV-AVI file. To do this, when you're on the Movie
Settings page choose
"Other Settings" and select DV-AVI from the list (if Other Settings isn't
visible then click "Show more choices...").
