Movie Maker rotate effect

I have found this option on Movie Maker (and need to use it) but it is not
active, along with many of my menu options. Is the auto download version not
a full version? Or is this an effect that must be purchased? Help! Thanks.

In Movie Maker...go to "Effects" and
scroll down to "Rotate"...drag/drop the
required effect on the clip that needs
to be rotated.

Or...right click the clip that needs to be
rotated...choose...Video Effects / Scroll
down and select the required effect /
left click the Add button / OK.
