I made a video in Movie Maker. The video runs 2 hours and 43 minutes and is
too large for a DVD. How can I split the saved project into two pieces in
order to put it on two DVDs (without having too redo the entire project)?

Why can't you just load the movie in MM, split the clip (the entire
movie) at about 1 hour and 20 minutes, delete the last portion and
Save As Movie1. Then close without saving, re-open, and do the same
thing to Save As Movie2 the last part?

I did this, and added a Part I and a Part II title, and it worked
fine.

I've not had very good compatibility with any dual layer discs I've made. I
now no longer use them, unless specifically requested to by the client who
takes responsibility for the compatibility issue and will pay for the extra
work if I have to redo it, which is still quite often.
But yes, it is the third option :)

Oops, third option.
Dual Layered DVD's.
Dual drives are now extremely affordable.

I have uses Sony dual layer discs and they seem to work fine. I have had
problems with other brands. But Sony has yet to let me down
