Movie Maker Missing "Save to DVD" Link

I am running Windows XP Media Center Edition. Just did a complete system
restore and found the "Save to DVD" in link in Movie Maker is now missing.
How can this link be restored?
 
That link is only functional when turned on by the OEM who adds DVD making
software after the operating system is installed. You would need to have
done the reinstall from the OEM discs rather than the Microsoft XP MCE disc.

Movie Maker shells out to 3rd party DVD software when the link is active,
not Windows DVD Maker.
