Movie Maker - 25 FPS

Hi,
Can I capture a PAL movie with 25 fps (Frame per seconde)?
I need a video file that has 25fps but I don't now how to change it.

On the movie maker toolbar, click on tools and then options. On the advanced
tab it lets you choose PAL or NTSC.
