Situation: I have a digital picture project that have
titles on each picture. I decide I want to insert a new
picture in the timeline, once i do that my titles ate no
longer in sync with the original photos. Is there a way to
insert a new photo in the timeline/storyboard keeping the
titles matched to the phots intended?
 
No, it's best to leave the final alignment until the end of the project...
to save you having to re-sync things often as you go.

That was an interesting "find" when the instructions say
the title goes "on" the clip....

But yes, as PapaJohn says, no.

However if you haven't found out or done so, you can save
a lot of time, instead of dealing wiht each title, by
selecting, at once, every Title after the image/clip you
introduce with the bulk capture, Left mouse hold drag over
all, in the remaining Title track, or, select the first
and SHIFT click on the last AFFECTED titles. They'll get a
bold border around each, and then, left click, move all
the downstream titles as a group until they realign, using
the magnifier to get accurate placement.

It is best to try to leave your titles until last....If
you can be that organized.
