As a matter of interest do you have a bunch of transitions between the
images? Also try Papa John's suggestion of publishing to DV-AVI first and
see if that solves the problem. If so you can then reimport the file and
publish out to WMV if you so desire.
To do this, when you're on the Movie Settings page choose "Other Settings"
and select DV-AVI from the list (if Other Settings isn't visible then click
"Show more choices...").
Then play back the resultant file and see if it's OK. If so then import that
file back into MovieMaker (you want to turn off the "Create clips for video
files" option at the bottom of the Import dialog so you just get it as one
clip). Then drag that down to the timeline and republish it as WMV with your
chosen profile.

Each time I try to save it as a movie the clip it freezes on is not the
same as the clip it froze on for the previous save! Each clip it freezes on
is about 75% of the way through the whole move. Most of the movie is made up
of JPGs and each time it is a JPG that it freezes on.
