Move users to new domain

We are currently running a 2000 AD that was upgraded from NT 4.0. I have
been having some issues latley regarding the default domain policy somehow
being in effect but uneditable somewhat hurting my network. Anyways, I have
been thinking about creating a brand new 2003AD Domain... Will migrating my
users over to the new domain be possible, or will i need to recreate all
users? I am fine with recreating DNS and DHCP.

Migrations does RE-CREATED all users; it is just a somewhat
convenient way to do that.

You will have to deal with permissions (change or use SID History)
but probably the greatest issue is User Profiles.

I would strongly suggest you look at fixing the problem -- one idea
(which will cause you SOME trouble but not much comparatively) is
to reset all of the policies back to the defaults with DCGPOFix.exe

But having the Default policy be uneditable is NOT a "bad thing" unless
you have already made undesirable edits to it.

You are strongly recommended to never change the default policies.
