Move or Copy Email Items Creates New Email With Attachments Instea

I am trying to move or copy several years of email items from one folder to
my inbox in Outlook 2003. I am doing this in 1 month bunches at a time.
Sometimes it works, but most of the time Outlook creates a new email message
with the email items as attachments.

Why is this happening?
 
Just curios; what purpose does this serve?
I could understand moving from Inbox to a folder, if you've never bothered
to Archive, but this way?
