I'm looking for freeware program that is similar to:

MoveOnBoot http://www.gibinsoft.net/gipoutils/index.htm

Copies, moves or deletes files and folders on the next system boot.
The utility is very useful when the user needs to replace or delete
files which are locked by other applications, loaded into the memory
or just cannot be changed until next system boot.

That would be, er, moveonboot perhaps?

Old freeware versions, bottom of the page.

Copy Lock:

"CopyLock is a small program that allows the replacement of one or many
files that are currently in use (e. g the system files like comctl32.
dll.) Add the files to update, click Copy, restart and that's it!
Disclaimer: you can crash your system or make it unbootable if you are
not careful, use at your own risk.

The latest build adds the possibility to delete or to replace a file from
the command line and to have the system to automatically reboot if it is
required."
