Move local accounts

How can I move local user accounts from one win2k server to another new
installation of win2k server?

If both servers are domain controllers of the same active directory domain
they'll replicate the accounts, once thats done demote the original server
back to a member server and remove from the domain if required.

Is this the only way to accomplish the task? Neither server is intented to
be used as a domain controller. Additionally, the one being retired had been
compromised and as such is untrusted to be connected to the network.
