Move from mailbox to PST deleted folder

In Outlook 2003, is there a way for a user to directly move a message to the
deleted folder in a .pst, or does it have to be deleted first in the mailbox
before it can be moved to the deleted folder in the .pst? (This seems to be
the case thus far.)

It works for me, so I'm not sure why it isn't working for our user - except
perhaps user error.
