Is there a way in XP to move the Favorites Folder to
another hard disk or network drive. In Windows 2000 & 9x
I was able to simply cut and past the folder from one
drive to anther and IE was able to use the new location.
For some reason I can't do that on my WinXP system. I
haven't check other systems, so it might be something
local to my PC. I also have MS ActiveSync for an iPAQ I
have and it might be what's preventing it.

Should drag. Note it MUST be a move not a copy. The default from one drive to another is Copy. Use right button drag or hold down shift.

I'd likely use a floppy, with IE's File menu \export and import
designated for copying and transporting Favorites.
