Move email to folders

My boss has his Outlook set to open all files as soon as Outlook opens. When he reads an email and wants to move it to a folder using ctrl-shft-v (I think) it won't do it because it does not show the folder as open. Is there something he needs to set up to to make this work?
 
He may need to click on the + sign next to the folder to see the subfolders.
