Move cell using mouse is not working any more..

Recently I have noticed that "move cell" using the mouse
(drag drop of a cell) is not working in my system any
more. I am not sure what settings have been changed.

Earlier this used to work.

Any help is appreciated.

Choose Tools>Options
Select the Edit tab
Add a check mark to 'Allow cell drag and drop'
