move a fp website to a different server (ISP)

You have to establish the name server numbers of the new server. Ask your
new host for those numbers and how to do it.

Publish it.
Open the old site in FrontPage and publish to the new server (using
the IP address if necessary)
Or publish to your PC, and when the DNS changes have gone through,
publish from the PC to the new server.
If the old web site does not have FrontPage extensions, then FTP the
site to your PC, open in FrontPage and Publish to the new site.
Do not use the FrontPage Import command - this will not move every
file.
