Mouse won't Snap-To...?

Howdy,

On two of our Win2K Pro systems, the mouse Snap-To function does not
work.

Can yo assist...?

Different mouse drivers.
Feature turned off in CPL, Mouse properties some where.
Not all Win32 applications are written to do "snap-to".
