Mouse slowdown

Every time I move my mouse when I use a program that uses a reasonable amount
of my computers resources, everything slows down considerably. I have no
idea what could have caused the problem, I just turned the computer on one
day and it was like that. I have tried a different mouse but that did not fix
the problem. Everything else seeems to be running fine, it only slows down
when I move the mouse.

Any ideas on what is wrong or what I can do?
