Does it take a while to shut down, though? Standby is immediate. I've
never used hibernate, don't know about that one. Anyway, I have a
Logitech optical mouse, and it definitely isn't glowing when my system
is shut down.
It occurs to me that if your system will start up with the mouse, it
should also wake up by the other usual means, like the keyboard, which
shouldn't happen if it is shut down. It's just easier to jostle the
mouse than hit keystrokes. (You could put the mouse on a small piece
of foam, I guess. I've also read that they won't react if they're put
on their backs.)
I went to Power Options to the Advanced tab & both
choices for power button & sleep mode is
set to Shutdown.
XP home doesn't show a choice of sleep modes, so I can't comment on
that one.
While I do think your situation is related to the shutdown function,
you can likely keep your mouse from starting up things via Control
Panel \ System \ Hardware \ Device Manager (a fast way to System is
Windowskey Pause). Inside the DM, expand Mice. Right-click on your
mouse. Choose Properties.
Under the power management tab you'll see an option for this device to
be used to bring the computer out of standby. If you want, clear it,
but I think it would be a very good idea first to identify other means
of starting up.
I have also unchecked the"Enable
Hibernate" option. I've done everything I know to do.
It was doing fine until yesterday & the only
thing I know I did yesterday was I downloaded a windows
update.
Which one? (As the owner of a similar mouse, I'd appreciate knowing.)
You might want to wait before doing this, but the hotfix could be
uninstalled via add\remove... or you could use a Restore point.

Also, it's a good idea to have a secondary backup if you're making
changes since sometimes Restore fails. Erunt is often recommended (I
use it, saved me once).
