Mouse Pointer Rollover Event

Hello,

I am an end user of Internet Explorer. When visiting websites, and browsing
my pointer over a link (rolling over), I sometimes get a rectangular box
popup that has some brief message about the link or item focused on. Can
this feature be disabled as a user option in IE or is this simply programmed
in by the website developer as an event when a mouse pointer focuses or
rolls over a hyperlink?

You may be referring to Alt Text. (Use View Source to see it.)

There is a related option in the Advanced tab, Accessibility section
which sounds as if it would reduce some of the effect:

Always expand Alt Text for images
