Mouse over open window problems

What is going on? Every time I move my mouse over a
window, THAT window becomes active and the one I wanted to
click on becomes inactive. I have to minimize all but the
small window to get to it. I heard there is a way to FORCE
the mouse to do what it is doing but I do NOT want it to!

Check in Control Panel > Mouse for related settings. Not a normal Windows
setting but may have been added here by your mouse software.

Another place to check if using TweakUI for XP: Mouse> Xmouse. Remove
checks from both boxes.

One more place you might look (but it should not produce the behavior you
describe) is Folder Options> General. Change click options from single
click to double click.
