Mouse (hand) does not allow me to access links

When I attempt to click on a link (either in my emails in Outlook Express or
even sometimes on the web), the pointer or hand doesn't open the link. I
must have a setting which is preventing this, and despite checking my mouse
settings, I've not been able to resolve this. Any advice?
