Mouse and keyboard will not work, even with restart

Recently my computer started acting up. It would periodicly make a beeping
noise and then my mouse and keyboard would lock up. it used to go away when I
restarted but now even when I restart it still won't work. the annoying thing
is I can't even hit F8 to get into safe mode. I don't think it's a problem
with my mouse or keyboard because I tried a different mouse and it still
would not work.
The computer uses Windows XP but was updated from Millenium. If anyone has
any advice I would really appreciate it

Can you get into the System BIOS (sometimes called system setup...)?

I don't think so The computer is not recognizing any of my
keystrokes, however I'm not sure exactly how to get into bios,
would it use the same key to access safe mode?

For your computer - I do not know.

Turn it completely off - leaving the monitor turned on.
Turn on your computer and if any logo (Dell, HP, IBM, etc) comes up - press
the ESC key once - otherwise look for a "Press XX to enter System Setup" or
similar wording.

System Setup is before any operating system (Windows, Linux, etc..) is
loaded. If you can get into the System BIOS and use your keyboard/mouse at
that point - you know nothing is wrong with your computer hardware in
reference to your keyboard issue.
