mouse and keyboard "skipping"

My Win2K Pro HP Omnibook 6100 recently started
encountering a problem where keystrokes and mouse moves
get hung or skip every 3-4 seconds the entire time I am
using my PC. For example, if I draw circles with my
mouse, every 3-4 seconds the pointer stops briefly and
then "catches up" to where the mouse pointer is supposed
to be. This causes problems like incorrect menu choices
being made, incorrect applications being switched to, and
general frustration . I've had the PC about 2 years, and
it just started this behavior like 2 weeks ago. It's
definitely NOT a problem with the mouse. Any ideas?

Open the Task Manager (right-click the Taskbar, select Task
Manager), select the column Processes and sort it on column CPU.
Check if there is a process that takes repeatidly high CPU
ussage.
