mouse activated pop-up descriptions

Does anybody know how to disable or at least costumize
these annoying yellow unsolicited boxes that appear
everytime you point your mouse to any object?
 
Thanx for the suggestion. I wish there was a way for at
least tweaking the mouse hovering time, so I could pause
over an item if I really needed to know what it is. I
have tried everything.. :-(
