Mounting a partition

I want to store all my user's settings and files in the
C:\Documents and settings folders and subfolders to a
separate partition.
So far I have most steps figured out. I am however
unable to empty the C:\Documents and Folder as it
contains system folders/files

Can somebody help?

Go to run,type:diskmgmt.msc
In mgmt,L.click a hd,action,all,select,change drive
letter/path Create a new folder,or as microsoft recom-
mends,use the WU folder.
