I am repairing a system where it will power and not enough power to
continue, I changed the PSU and was still the same, so I replaced the Mobo
and now it starts like normal and after 5 seconds it shuts down, I noticed
the CPU has like a brown stain in the centre, would it be the CPU?
I also changed HDD and memory to rule them out but no change.

If you removed the heat sink from the CPU then you need to clean the
surfaces of both the heat sink and CPU with alcohol and then put on a
new thin layer of heat sink compound.

It could be that the CPU is shutting down because of the built-in
automatic overheat protection which many newer CPUs have.

I have done all of that
Cleaned both surfaces and applied Ceramic Polysynthetic Thermal Compound
 
the power supply might not be powerful enough or something might be damaged.
thats just my opinion
 
Try removing the CMOS battery for 10 minutes, replace and power up the
computer..
Have you heard any beeps, ie. beep codes..? Take out the CPU, the RAM,
disconnect all drives & devices and power just the board, it should beep like
crazy. Perhaps you might just remove the CPU, then add power, you should hear
beeps..
Does the new mobo manual mention beep codes..?
Is there a 4pin power connector coming off the PSU that needs to be
connected to the 12v processor core voltage connector located near the CPU
socket on the board..?

hi,

please try this.
1. this might sound crazy, but still try it. try another power cord if
available and another power socket.
2. chek the manual and verify that which of the lights should be lit in
ideal conditions.
3. remove all cables from the computer. if you have any external cards,
modems connected remove all of them. verify with the new power cord.
still no go.
4. reseat all cables connected to the MB, especially the power cable.
power the computer, still no go.
5. disconnect all drives (hard drive, floppy, cd) both power and data
cables. power, if it still does not stay powered on for long.
6. remove the memory cards and chek, it could be the sockets, maybe
the new motherboard is faulty too. plz verify that. chek for beep
codes, you will find them in the manual. swap the memory cards
keep the system to the minimal and verify if it would stay powered on
for long.
