Is there a freeware utility that keeps a handy, easily-accesible list of the
most recenty opened programs in Windows 98, like Windows XP does in the
start menu?

Works well. If you want to uninstall this at a later date, you'll have
to monitor the install with Total Uninstall or Regshot because there is
no uninstaller built in.
