Microsoft XP and Vista 32bit editions can ADDRESS 4gb of RAM, but the
motherboard resources are part of the 4gb.

Dependant on on the motherboard make and model, it will absorb anything
between 0.5 and 1.25gb.

This amount has to be taken away from the 4GB total. Hence, your motherboard
accounts for 1gb in resources, leaving you with 3gb usable by Windows.

If you need to use more memory you'll need to make sure your hardware
supports 64-bit, and move to a 64-bit version of Windows. 32-bit systems
are limited to 4GB (2^32) of total address space.
