No, you cannot change the number of rows and/or columns.

Alternative:
Gnumeric is open-source, free, and can be tweaked (and re-compiled), to
get at what you want, at least on the Unix versions I have worked with;
I presume the same holds for the Windows-targetted version. I haven't
seen Borland's Quatro-whatever in many years, but it might be worth
looking into.

Finally, perhaps you might consider working with Access, or using
multible worksheets, or a roll-your-own database?
