More Installing BCM 2003 on Vists Issues

I know this has bee talked about before, but I still can't find a solution
here.

I have a brand new dual core 64bit AMD HP laptop running Vista Home Premium.
Outlook 2003 installed fine, I downloaded all available updates, and set it
up without any trouble. I then installed BCM using the disk that came with
Office. I checked again for any updates. Then I tried to install BCM SP4, and
it stopped halfway though saying there was a problem with the installation.
I've tried a couple of times, but it never works.
Any help?
 
Vista has alot of security problems, by that i mean it is over secure. Trying
turning off the parent control in the windows user accounts, then make sure
the Microsoft SQL sever folder under program files is not compressed, and
that it has full premission rights, then if you still having problems, then
go into the services, application listed when you right click on "computer"
then go and restart the SQL server, if SQL doesn't run you can't install BCM

Thanks for the response. I tried what you said, and all was as it should be,
but I still can't get the BCM SP4 update to install.
I uninstalled the BCM, reinstalled it, checked to see if the SQL server is
running (it is), and it still won't install SP4. It starts to install, but
stops immediately after it gets started saying there was an error and to look
it up in a log file. The install stops so quickly, it’s almost like it
doesn’t even try to work.

I tried one more thing. I started Outlook as an adminastrator. It seemed
like BCM was finally going to start, but after it seemed to be loading the
database, it errored out again. After that I couldn't even open Outlook
without it saying there was an error, and shutting down. I ended up removing
BCM for now, but I really need it working.
