monitoring message

I would like to find a way to remind users that their internet use is being
monitored. Is there a way to have a message display on the monitor each time
IE is started?

There is no built-in setting in IE to do this.

Is there a How to Article or website that would help me create a Browswer Helper Object? Although I have some programming experinece this is new to me. It seems like it should be simple enough but I don't know how to get started.
