when I plug the monitor on (with or with out the pc) it clicks on and off and
nothing come up the screen. can this be fix.
 
Check the cables.

When you start the pc, do you see some white letters on a black screen?
(bios)?
 
SO the computer is starting, and you see the lights flickering but the
screen shows nothing.

Check the cables again, and check if you have put the monitor cable into the
correct place on your computer box. It is possible that you are making the
mistake
and putting the cable on the "onboard" display adaptor that is not
operational,
while you should have it connected to the PCI display adaptor. (or the other
way arround)

In other words you may have 2 similar places to plug in the monitor cable
and you are putting it in the wrong one...

tell me if this helps.

IF the display adaptor was not working correctly at all, you would hear some
long beeping noises.

I can assure you is not in the wrong place, I have a working monitor is plug
into the computer box(my working compute), I unplug the non working monitor
in the same spot and it does not work. I do know the basics, now my ? was
can the non working monitor be fix whether I can fix this or fix by a
professional.
 
I also had a favorite monitor that failed like yours did. I could not find
anyone to repair it and the general consensus was the cost to repair it
would be more than the cost of buying a new one.
