There is no picture on monitor even though green light is
on after turning on PC. This is for a friend since she
can not see anything on her PC.

Make sure the connection on the back of the computer (from the monitor to
the PC) is hooked up and tight. The same thing for the back of the monitor,
if there is a connection.
 
If the monitor has digital controls, try activating the controls menu
and see if you can see that.

If you can't see it the monitor might be toast.

If you can, check to see if the brightness is set all the way down.
