I requested help earlier and am thankful that someone
replied, but I do not understand enough about the computer
to disect all the info given on the Microsoft link. Is
this microsoft.net framework wizards anything that can be
used as a monitoring system for email and such?
 
No,
the .NET Framework is for programmers. It's a tool.
Someone could *build* an email monitoring program with .NET. But .NET is
not, itself, an email monitoring program.

I could build a treehouse with a hammer (and a saw, etc), but a hammer is
not a treehouse.
