monitor settings display window

upon boot up/start up, my monitor settings display window
is constantly open and simulating the selection choices
automatically. i can do all functions via internet (with
frustration because everything is behind it) except when i
attempt to log into hotmail-- the internet window FREEZES
and no movement except for my mouse.
