Monitor Power-Saving Non-functional

My system has a fresh reinstall of WinXP upgraded to SP1. Since the
install, the Monitor Power-saving feature is no longer working when I set it
to shut off after 15-minutes. I did choose Apply This Change, so the
feature should work. However, the monitor stays on and displayed for hours
if left. My monitor is an NEC FP1370 crt, and Power-Saving used to work
before this reformat C: and fresh install (this is not the first time I've
done this). I've looked through both Windows and Matrox Display Settings
and can't find anything amiss (I have a G400Max card). Is there anything
short of a Repair Reinstall of WinXP Home that might repair this problem?
Any help would be appreciated.

I checked all cables to my monitor (unplugging and reseating the USB
control cable) and following a restart the monitor shut down after the 15
minute interval. The monitor only uses the USB for control functions, while
using the normal monitor cable for signal. I don't know if the cable end
was oxidized, but apparently now the power-saving is back to normal. I was
expecting a software problem when it probability electrical in nature.
