I had to re-install windows xp on my computer. After the re-install it would
only let me choose 4 bit resolution which looked horrible. I told the
computer not to use that as default thinking that it would offer something
else. It didn't the computer restarted and now the monitor is blank. The
power button lights up when I turn it on so I know it is communicating but
there is no picture.

Boot into VGA Mode or Safe Mode and then set the display
(resolution, refresh rate, and/or number of colors) back to where it
was. Then install the WinXP-specific video drivers for your video
adapter. Once you have the proper video drivers installed, you'll be
able to select the proper settings.

You changed the setting to something that's out of range of your monitor.
Press F8 at boot to be presented with the boot menu, and choose VGA mode;
some installers won't run in Safe Mode.

This will use basic VGA settings, which will be in range of the monitor, and
will allow you to install the correct drivers for your system, both for the
motherboard and for the video. Install the motherboard drivers first.
Look in Device Manager for any yellow exclamation marks, which will indicate
the devices you haven't installed the drivers for.

Don't change the video settings until you have installed these drivers.
The video driver install may want you to reboot, and on reboot things should
be working properly.

When I reboot in VGA or safe mode the windows picture apears but when it is
started up the screen is still blank. Is there some way to reset the
resolution with a manual set of keys or something.

While in Safe or VGA Mode, you need to reset the display setting to
what they were before you caused the problem. Then reboot. Then
install the correct drivers.
