Monitor keeps resetting to 60Hz

I'm setting up a reworked system and have encountered a strange problem with
my 32Mb original Radeon. In many programs, 3dMark2001 most commonly, it
insists on reverting from my default screen resolution @ 85Hz, down to 60Hz.
I vaguely recall some hoopla about Windows XP causing such a glitch in many
games, but assumed it had been fixed in SP1 since other systems using
Windows XP have no such problems.

Any ideas how to fix it?

Also, during 3d scenes, the brightness or gamma is way too dark. Yet other
times, such as during 2d work or on the desktop, brightness is perfect. I've
tried fiddling in Display Properties, to no success. Any quick fixes?
