Monitor consistently blanks out (CRT) - Spyware?

Could it be an old video card or old CRT? Is there any known spyware or
virus that causes the video monitor to intermittently blank (and lose
power) for 2 seconds and then come on again?
 
Haven`t heard of anything related to spyware as they seem more genarally
interested in advertising rather than otherwise. Video probs could be
anything from a loose connection, inappropriate power settings, failing
monitor or even BIOS settings. The subject is quite extensive. Are you
running the monitor from a laptop or desktop?

It's being run from a desktop. I tried using Regmon and Filemon from
Sysinternals, but so many processes are running that it's hard to
pinpoint. It could just be an old monitor or bad memory on the video
card.

It just seems that the second I open Internet Explorer, the monitor shut
off for a second and comes back on. That happens time and again.
