Monitor Block Problem

I am building a PC for my father, i have gotten all the parts
together. The motherboard doesn't have a built in video card, nor does
it have an AGP slot ,so i used a PCI video card that i had laying
around. It started bringing up blocks, numbers, invalid characters,
blank spots, blank spots of missing data. what ever you want to call
them.
So i took the PCI card out thinking it was a fried one, and put
another one in that i know works. Same thing happens. So i go to
school and ask my CISCO teacher about it, he says that it is the
memory. So i went and bought the memory that the motherboard
manufacture recommended. Put that in correctly and booted it up. For
the first few moments that it went through post and got to the CMOS
setup, and blocks again (i get them normally there or anywhere after
post)

Specs:
500w PSU
Foxconn NF4SK8AA motherboard
Opteron 64 FX CPU
2 GB DDR400 Kingston Memory

-Has fan
-Well ventilated
-SATA HDD 160GB
-SATA DVD Drive

Need more details, ask, ill take a picture of the screen if you want.
Please help, this was suppose to be a Christmas present
 
Check the video section in your BIOS....usually there is a Initialization
order..check to see if PCI is first.
