Almost certainly, some of the Access software, or system DLLs that it uses,
has been corrupted or overwritten. If you uninstall Access 97 and get the
additional software that cleans up the debris left from the uninstall, and
then reinstall it, that might fix it. On the other hand, if it is some
system DLL, that will not fix it and I haven't any good suggestion on how to
find it.
If it were me, I'd try the uninstall and reinstall, with or without the
additional Microsoft software (but better with it) to see if that helps.
I didn't see a Knowledge Base article that appears to apply, except one on
"Troublshooting Windows 95...".
