I work at a University and we're having trouble with our
faculty shutting down our Win2K computers in the
classroom instead of either restarting them or logging
off of them. Is there any way to modify Start/Shutdown
to NOT include "shutdown" and only include logoff and
restart? Thanks! Please email me directly if possible

This can be done locally if this is a workgroup:

Run> gpedit.msc, dig down to Local Policies and Security Options. Modify the
"Allow system to be shut down... " entry to disabled.

If your on a W2K domain, use AD Users and Computers to create an OU or
several OUs to give students membership. Create and link a GPO to the OU(s).
To do this, right-click OU and properties / Group Policy tab.

Edit GPO and dig down to User Configuration / Administrative Templates /
Start Menu & Taskbar.
You should see a "Disable and remove the Shut Down command" there.

Any users placed in the OUs inherit the GPO's security.
