Any one know how (Windows 2000) to adjust directory/file
permiisons to allow a user to create & modify a file in a
directory, without allowing that same user to delete the
newly created or any other file in that directory.

Hello Chip,
This isn't possible. The fact that you can create a file gives you the
right to delete that file. I'd suggest enabling auditing of that directory
so you can at least track file changes and user access if you need to pin
the file deletion on someone.
