Modem won't dial after reinstall W2K

Whenever I have to re-install Windows 2000, the hardware
refuses to recognise the modem, even though it shows in
the Device Manager. I have to physically move the modem to
another slot before the system will dial out.
Is there an easier way?

yes
you need to address the issue of why you are always reinstalling
win2k...i'd think it a better idea to merely fix your installtion
if something has gone wrong rather than do a total reinstall
